The essence of citizenship is of course knowing about the world, but the essence of citizenship is also being able to shield ones opinions, ones views, who one votes for, from the world. There no doubt will be networks eventually that will reveal who we are voting for. Indeed, I can guarantee you that if you add all this personal information that we are collating on the Internet, it will be very easy for advertising and marketing firms and indeed governments to determine who we are voting for. Ideology is transparent when we reveal ourselves, when we know our lifestyle and our friends. What will this do to democracy, what will this do to citizenship?

Before the Internet, the mandarin classes rested on the idea that they could separate ‘idle talk’ from ‘knowledge’. With the rise of Internet search engines it is no longer possible to distinguish between patrician insights and plebeian gossip. The distinction between high and low, and their co-mingling on occasions of carnival, belong to a bygone era and should no longer concern us. Nowadays an altogether new phenomenon is causing alarm: search engines rank according to popularity, not truth. Search is the way we now live.

Bei allen Chancen, die das Internet bietet und allen Risiken, die es birgt: Wir befinden uns online weder im Paradies noch auf dem Schlachtfeld. Das Internet ist Teil unserer realen Welt. Es gelten die gleichen Wertmaßstäbe und es gibt eigentlich wenig Anzeichen dafür, dass sich diese allein aufgrund des Internets radikal und eruptiv verschieben. Wir haben in unserer Gesellschaft ein stabiles Grundverständnis von Freiheit und Privatheit, von Transparenz und Vertraulichkeit sowie von Krieg und Frieden. Bei näherer Betrachtung sollte dies im Internet nicht anders sein. Allerdings müssen wir unser Bewusstsein im digitalen Zeitalter schärfen. Der Fall WikiLeaks ist hierfür durchaus exemplarisch.

The following reflection offers one base formulation to guide such thinking about how to think about cyberspace and it is predicated on the assumption that all of the sociological, economic, and political implications of ‘the Net’ ultimately are shaped by the dynamics of cybersecurity. If we cannot feel secure in our financial transactions, in sustaining our critical infrastructures, and in maintaining our personal identities, this wonderfully exciting new world will be susceptible to collapse. Since we are early into the evolution of the Internet, all we can empirically consider are trends, and the trends are not positive in this regard.

Social networking has been phenomenal in connecting people, communicating information and ideas, disseminating material, and mobilising publics. One only has to look at the Arab Spring to see how social media has been utilised to break information siege, organise efforts, and mobilise publics. Such potential has not escaped the minds of jihadists who are constantly looking for new ways to connect, communicate, and recruit. Facebook in particular has been a recurrent target for jihadist propagation and recruitment efforts. No wonder given its popularity and global reach. With operational blunders that saw the failure of their first endeavour late 2008, a year later jihadists learned their lesson and completely revised their ‘Facebook invasion’ strategy in a way that would overcome surveillance and detection.

The demonstrations and protests following the disputed June 12, 2009 presidential elections in Iran, as a result of which Mahmoud Ahmadinejad was declared the winner, introduced the term ‘Twitter Revolution’ perhaps for the first time in popular culture. During the protests, media outlets like CNN and BBC frequently propagated the term often citing sources from Twitter, partly because of restrictions placed by the Iranian government on the activities of their reporters and partly in order to capitalise on the popularity of so-called social networks and new media technologies among their diminishing viewer base. As a result there is an impression in popular culture that social networks are significant agents in promoting social change and democracy in Iran and in recent times in Arab countries.
